Position: Analyst – Federal Government Workforce
Security Clearance: Must be eligible for Secret Clearance

ASG is currently seeking an individual to assist in developing for our customer - a Federal Govt. Agency's response to ongoing Office of Management and Budget (OMB) workforce mandates as well as its conduct of cross-cutting evaluations of programs and processes. The individual will also assist the customer, as requested, with analysis and improvement of internal administrative programs.
Job Description
DUTIES AND RESPONSIBILITIES for the Analyst - Federal Govt. Workforce
TASK 1: Assist in developing the customer's response to ongoing Office of Management and Budget (OMB) mandates. This includes, but is not limited to independently:

Conducting workforce studies to ensure only Federal employees are performing inherently governmental functions. Work entails duties including, but not limited to, analyzing position descriptions, statements of work, organization charts, and policies.

Conducting comprehensive balanced workforce assessments to identify the appropriate workforce mix of direct-hire and contract employees
-
Analyzing and submitting the customer's FAIR Act Inventory to the OMB
-
Analyzing and submitting the customer's Service Contract Inventory (SCI) to OMB
-
Assessing existing and new OMB policies and guidance and other multi-sector workforce related regulations and provide authoritative advice to managers with respect to application at the Department.

Developing and implementing new tools and procedures based on existing and new OMB policies and guidance related to FAIR Act Inventory, SCI, and multi-sector workforce studies.

Developing comprehensive guidance documents

Developing executive-level briefings
-
Developing comprehensive reports
-
Conducting and documenting interviews
TASK 2: Assist in conducting evaluations of cross-cutting Bureau of Administration programs and processes. This includes, but is not limited to independently:
-
Developing SOWs and project timelines
-
Conducting and documenting interviews
-
Developing process maps
-
Applying analytical thinking and problem solving skills
-
Developing findings and recommendations to enhance program policies and procedures, reduce costs, streamline activities, and strengthen management controls
-
Developing executive-level briefings
-
Developing comprehensive reports
-
Developing comprehensive guidance documents
TASK 3: Assist with analysis and improvement of internal administrative programs:
-
The Bureau’s emergency preparedness program
-
Liaison work with the Office of the Inspector General (OIG)
-
Liaison work for Bureau Policies
-
Coordination of the Bureau’s ongoing compliance with the Federal Managers’ Financial Integrity Act (FMFIA) relevant to ensuring management controls
-
Biennial revision and submission of the Domestic Staffing Model
